Operating licence. Alter­na­tive areas. Phased concept.

Bayer 04 is already working intensively on an issue that will present many Leverkusen residents with challenges in five years' time. The upgrading of the A1 motorway will bring fundamental changes for residents and neighbours. According to current plans, construction work will begin in 2031; by 2035 at the latest, the motorway overpass will be completely removed for structural reasons. For Bayer 04, this means new solutions are needed for fire service access, emergency evacuation of the stadium and prescribed parking areas for media. All of this is necessary to secure the operating licence for the stadium.

Bayer 04 is examining a number of options for this period. The current plan is to use some of the current training areas as replacement areas for broadcasting vans and as temporary car parks and bicycle stands. The club is in close contact with its neighbours who are also affected by the expansion. Whether SC Leverkusen, the Lindner Hotel, TSV Bayer 04 Leverkusen, Sportpark or local residents and commuters, everyone is in the same boat.

As many things have not yet been clarified, Bayer 04 is relying on a phased concept. The aim is to be prepared for every scenario and to be able to react quickly.

+++ 22 April 2025 - Test drilling at the motorway bridge +++

The City of Leverkusen reports on its website about the broad-based public relations work it has begun and refers to a test drilling at the motorway bridge. “The latest developments surrounding the expected major A1 motorway construction site have gained momentum since the collapse of the Carola-Brücke in Dresden in September 2024. Following an exchange with Autobahn GmbH on 21 February 2025, it has been confirmed that initial work to prepare a structural analysis of the bridge structure will begin in the week commencing 24 March 2025. According to current information, this will require a three-month mobile construction site for the purpose of test drilling. This temporary construction site will lead to restrictions for the neighbouring sports clubs and residents and represents the start of a major construction site on the bridge that will last for years.” All further information can be found HERE (in German).

+++ 20 February 2025 - Preparation decision by the City of Leverkusen +++

The City of Leverkusen has created the conditions for planning and utilising the area around the bridge with a resolution to draw up a development plan. The city council's submission states the following on the further procedure: “With the decision to draw up the development plan, Bayer 04 Leverkusen Fußball GmbH will commission planning offices and specialist experts in consultation with the specialist administration, develop the urban development concept and examine the following topics in particular in depth (project profile starter discussion, see Annex 7): Traffic noise, sports noise, soil protection, contaminated sites, species protection, nature and landscape, flood and water protection, urban climate, air quality, climate adaptation, climate protection, drainage, development, supply/energy, preventive fire protection, explosive ordnance. Coordination meetings are being held with various specialist authorities and public agencies - including the dyke association - in order to record their concerns in detail. The concept developed, together with the key findings from the expert reports prepared up to that point, will then be presented to the political bodies for a decision on early public participation in accordance with Section 3 (1) of the Federal Building Code and parallel participation of the authorities and other public agencies in accordance with Section 4 (1) of the Federal Building Code.”
